[Feature Request] Implement a queue to join a full server

Currently, attempting to join a full server will kick you back to the main menu and requires re-entering the server browser. Sometimes you would just like to join a server when a slot is available (especially when people get their friends together). It would be helpful to be able to join a queue to enter a server, perhaps hijacking the matchmaking menu ui to do so.

clan members that want to play together but dont want to kick someone for the vip slot would be a cool feature

Also suggested by Iniquity in DMs recently. Maybe additionally with a way to give "VIPs" priority access. Content creators could use that to give their Patreon subscribers priority access to their server.
