Destroying rail by removing supporting block not logged

Expected behavior

This should belong to the block-break action category with a source of @ gravity.

Observed/actual behavior

Nothing is logged about this except the breaking of the supporting block.

Steps/models to reproduce

1. Place a rail on a block
2. Remove the block
3. /ledger search ...
