Prioritize Catch Rules

We need a way to prioritize the catch rules, so if a URL matches more than one group, it's assigned to the correct group in order of priority. Currently, I believe it prioritizes based on the order in which the groups were originally created, which is less than ideal.

One way you could do this is to give priority to groups based on the order in which they're arranged. However, I think it would be better if the user could manually assign a catch rule priority to each group. Lower numbered groups would be processed first. That way, you can rearrange the groups, without affecting priority.
