Replace notion of "action" with a less-confusing term

In several places, the code base uses the word "action" to describe the wrapper which handles message processing. This is rather confusing as action is a very overloaded term. In particular, it'd be nice to work with the wrapper (and talk about it) with it being mistake for the delegate System.Action.

But what word should we use instead?
