Malware or false flag? - Windows Installer 2.4.1

Downloaded Windows Installer 2.4.1 but all malware software flags as sus, and unable to run. Is this a known issue, or is there a problem with the file? Apologies if a noob question, but I didn't have this issue when i used MCA previously. Also no joy with the Universal version. A Java Exception occurs whatever I try.

NORD VPN also flags it as harmful for me, and removing the file
