Debian template doesn't work as default-mgmt-dvm with Salt

Brief summary

The issue https://github.com/QubesOS/qubes-issues/issues/8806 still occurs when Debian is used as default-mgmt-dvm. In the Qubes installer I chose Debian as my default template which also set it for default-mgmt-dvm. The issue only occurs when Fedora is targeted. I never had the issue https://github.com/QubesOS/qubes-issues/issues/8806 with Debians alone.

If Debian is not supported as default-mgmt-dvm then the installer should set it to Fedora regardless to the default template chosen. It would be ideal, though, if Debian is also supported.

Steps to reproduce

1. Set default-mgmt-dvm to Debian, e.g. debian-12-xfce.
2. Assuming you have some sample state you can run, use qubesctl --targets fedora-40-xfce state.show_sls mysamplestate saltenv=base.

Expected behavior

The mysamplestate is rendered.

Actual behavior

Error as reported in https://github.com/QubesOS/qubes-issues/issues/8806.
