[Build 2024061809-4.3] ctrl-shift-c via sys-gui-vnc results in a pressed c

Observation

openQA test in scenario qubesos-4.3-pull-requests-x86_64-system_tests_guivm_vnc_gui_interactive@64bit fails in clipboard_and_web

Test suite description

1. Setup and connect to sys-gui-vnc
2. Open text editor and write some text
3. Press ctrl+a, ctrl+c, ctrl+shift+c

Reproducible

Fails since (at least) Build 2024061011-4.3

Expected result

ctrl+shift+c should copy the test, like it does on regular sys-gui or gui in dom0.

@rapenne-s have you noticed this issue? I'm not sure if that's a test issue, or actual issue with sys-gui-vnc

ctrl+shift+c works fine for me through VNC, same as ctrl+shift+v

However, I prefer a lot ctrl+win+c/v but this doesn't work through VNC. I can't tell if it's a limitation of VNC, a mapping issue or a bug. I'm using tigervnc client.
