Extend VPN troubleshooting by notify-send case

There are guides and scripts on internet that are helping to configure and run VPN service on QubesOS This record provides explanation how to identify and what to do to fix possible issues with notify-send that being used by this guides.

This is interesting because this doesn't work for me in 2 R4.1 installations, using fedora-37-xfce or fedora-38-xfce. Without sudo it's working fine, with sudo it's failing with `failed to execute child process "dbus-launch" (no such file or directory).

Should I open an issue about this?

This works in a Debian 11 Qube though.

@rapenne-s: I'm not sure if it's a bug, but if it is, it sounds like it could be a bug specific to the Fedora XFCE template. If so, that'd merit an issue, I reckon.
