Allow option to position y-axis on right or left

The determination of whether the first axis should be right or left should be a Gneisschart option.

An end user should not be able to make this determination, it should be a configuration in CB not an option.

I have a commit that (I think) fixes all the assumptions made about there always being a right y-axis. Any work to make this a configurable option is probably blocked on a pull of https://github.com/hpshelton/Chartbuilder/commit/71e31c48d035154e46be1bf59ea3003e565384ec.
