Docker + JAX

hopefully that will come through soon -- it "should" provide a more reliable container for running jax workflows

@mmcky NVIDIA's JAX container is now GA on NGC which you can pull unauthenticated. We also have nightly containers here: https://github.com/NVIDIA/JAX-Toolbox. We recommend the nightly containers since JAX moves quickly!
