MAINT: Migrate code to be file based downloads

We are looking to simplify by:

  • [ ] remove jupyter-book builds
  • [ ] add code that is currently in this repo (as the source of truth) and convert them to files as used by the book
  • [ ] make the code downloadable as a file
  • [ ] archive quantecon-book-networks
