Docker Build and Release into Packages via Github Actions

Need to build a Github Action Workflow yaml file for building Quasar into a Docker Image and store into the repo's respective Github Packages. Perhaps also with the added ability to specify where the registry is, if not Github Packages

This functionality already exists in the widget. However, it is referred to as flip, not invert. I know because I implemented it. Please look at the wiki for details on it.
