HamiltonianGate drawing and qasm support

What is the expected enhancement?

Follow on to #4071:

  • ~Support for drawing HamiltonianGate without displaying the full matrix parameter~
  • Support for outputting HamiltonianGate to valid QASM

Both of these can follow the approaches taken for UnitaryGate.
