Point tutorial link in the footer to the tutorials page in documentation instead of the github repo

Feature description

Currently the tutorial link in the footer points to the github repo:

https://github.com/Qiskit/qiskit.org/blob/3e1c1abfb8f50977146eb5da0343c600064aa897/constants/menuLinks.ts#L147-L154

As a user, I would prefer seeing the tutorials on qiskit documentation website where the tutorials are rendered nicely.

Change the link https://github.com/Qiskit/qiskit-tutorials to https://qiskit.org/documentation/tutorials.html
