Tooltip component

We should consider making a repeatable tooltip component that can be applied to other components

@JRussellHuffman Can you share more context for the tool tip? Do you mean the equation tool tips or something else?

It would be a different tooltip. There are instances throughout the designs (example below, telling the user how to add a qubit) where a tooltip would users understand what they can interact with on the textbook ages. We can probably use the default carbon component, and I think we've actually used some tooltips in the past. But it would be good to have a repeatable component that can be easily added to a component in the textbook. Screen Shot 2022-02-15 at 5 00 28 PM .

Carbon already has a tooltip component, so we can close this issue
