[Runtime 1.0] Update FakeBackends to subclass IBMBackend

What is the expected feature or enhancement?

FakeBackends should inherit their properties from IBMBackend to avoid current inconsistencies in the interface. This is also an opportunity to review the contents of the fake provider module and ensure they are up to date.
