Improve stability of MPI parallel simulations

What is the expected behavior?

Aer support parallelizing using MPI but there are some issues reported, however there are varieties of environments of clusters with MPI and it is not easy to support all the environments. Since Aer developer team does not have computer clusters running with MPI currently, it is hard to debug and develop MPI simulator anymore. So there are some issues remaining not solved (please see and solve one or more issues from below)
