Describe the fix or the content request.

Create a new tutorial to showcase the new capabilities of Enhanced Dynamic Circuits. The selected use case is the device-wide dynamic circuit benchmarking using cut Bell pairs (as demonstrated in https://arxiv.org/pdf/2402.17833, Fig 7).
