[DOCS] Update OpenQasm3 feature table

URL to the relevant documentation

I was working with Kit Barton on some OpenQASM error messages and he said the table here (https://docs.quantum.ibm.com/guides/qasm-feature-table) needs to be updated for the new version that's currently being worked on. Opening this issue to make sure the table gets updated as necessary.

On hold until we know what changes are needed.
