Less clicking to get to intro page for each Tool

For example, I have to click 3 times to get to the "introduction to transpilation" page:

https://docs.quantum.ibm.com/guides/transpile

I would like to be able to click on the word "Transpiler" in the Tools panel and go right to the introduction instead of clicking thrice.

Please describe the UI problem.

Maybe we can move the "Introduction to transpilation" page up a level in the TOC? So it appears directly under "Transpiler"

yeah we're constrained by carbon components so making the first button a page instead of a dropdown would break the carbon guidelines which im not keen to do. But i definitely think we can reduce the level of nesting for many of these pages (i just made a new issue to do this)

@abbycross, this can be done, right? We still want to do a holistic rethink of how to improve discoverability in docs, but this immediate project was completed in https://github.com/Qiskit/documentation/pull/2003?
