review/refactor partial folding tutorial

This is a brand new tutorial currently being worked on by Ritajit and Pedro from Nates team, please work with them on this issue

• [ ] decide: ritajit finish his PR or hand over immediately to docs team?
• [ ] move source file (from above PR) to this repo
• [ ] review/refactor if needed. it fails with primitives v2 but works well with v1
• [ ] review/refactor - should this be a page in the transpile section of docs instead of a tutorial?
