This tutorial was made by Matt Treinish for the IBM Quantum Summit. It would be great to refactor this into a tutorial that showcases some of the key highlights of Qiskit 1.0 and Primitives v2 and re-release as an open tutorial

• [ ] move source file for this tutorial into this repo
• [ ] refactor into patterns format
• [ ] emphasise primitives v2
• [ ] reupload to cms and update access controls to "open"

update: pedro is working on a notebook for the emea practitioners forum that is adapting matts original notebook, maybe that event notebook would be good starting point for this issue
