[NEW TUTORIAL] compare utlity quantum with simulator

The goal of this tutorial is to demonstrate a utility level example with a comparison to a simulator. So steps 1 and 2 of the patterns would be the same, but we do step 3 twice - once with real hardware and once with a simulator, then we compare the results in step 4
