PR preview cleanup not happening?

Looking at GitHub Actions history in https://github.com/Qiskit/documentation/actions/workflows/preview-docs.yml, I couldn't find any cleanup jobs that have other run. This is plausible because I realized the code for cleanups has been broken with installing a new version of ibmcloud CLI that breaks - we never got those CI failures because it probably never ran.

This also is plausible because we've been hitting resource limits with CloudEngine recently, which makes sense if we have too many apps because we're not doing cleanup.
