If Creative Mode is true and block manipulation is false staff in staff mode can create item frames and place any item in it get out of staff mode and bam free diamonds please fix.

To me it isn't a bug. The options to stop it are there: block manipulation and creative mode, and yet you have them enabled. Having them enabled makes this possible. I can't think of a way it could be fixed plugin wise since the option is already there to stop it.
