[BUG] AppNotifications doesn't remove blocked users' pings.

Describe the Bug Pings from people you have blocked will show up as an in-app notification if the channel is cached. (ie. it is received in MESSAGE_CREATE)

To Reproduce

  • Block a user
  • Have a channel in cache (ie. have it be opened recently)
  • Have that user ping you in said channel while you're in another channel

Expected Behavior The plugin checks to make sure the user is not blocked, and if they are, the notification does not appear.
