BUG: Captain mode spams warning messages

Observed on KTX v1.41 Dev (nl.aye.wtf servers):

When we entered captains mode, the server started repeatedly spamming a message like "Cannot fire in captains mode" (or similar) approximately every second. I have seen this message in the past, but only when attempting to shoot. It's annoying to have it constantly repeated when not firing as it fills up the console/notify pane and disrupts chat.

I did some testing with this. The only way I could trigger something similar was this: One player keeps firing (hold down mouse button, for example), while the captain election is going on. When 2 captains are elected, the server keeps sending 'Can't fire until in captains mode' message once per second to the player that was holding the mouse button while the election took place. But when this player presses the mouse button again, the 'spamming' stops as well.

I guess you have tried to press a button that fires a weapon when you had this constant spamming happening, right?
