This may be relevant. Since many chip design problems can be formulated as combinatorial optimization problems, sample efficient combinatorial optimization method like COMBO may be useful for such thing.

But depending on a chip design problem, a method for more complicated search spaces or a method more scalable to larger number choices and evaluations may be needed.
