Description of users and administrators feature requirements

The SWMM aquifiers view needs a new source for getting it's import data: minimal_groundwater_level as BottomElevation, and average_groundwater_level as WaterTableElevation,

General requirements

SWMM export should also work with VSA-DSS 2020 datamodel. There the class aquifier will not exist anymore, as this data is not part of the GEP but is maintained in cantonal and government MGDM

CLASS Isohypse = Grundwasserstand : MANDATORY (Niedrigstwasserstand, Niedrigwasserstand, Mittelwasserstand, Hochwasserstand, Hoechsthochwasserstand, unbestimmt); Druckniveau : MANDATORY (frei, gespannt, unbestimmt); Kote : MANDATORY CHAltitude; Geometrie : MANDATORY CHLine; END Isohypse;

that can provide level data for the swmm view aquifier
