Implement spatial hadamard in the fixed_bulk convention

This is the remaining subissue in #561. It is expected to require very similar functions to #631, and so the intention is to work on this after #631 is finished.

I am planning to work on this now, to get a draft PR ready, before finishing the one for issue #631, so that Gilad can start to look at how his new schedule proposal will interact with the hadamard in the fixed bulk convention.
