update for 1.20+ & DecentHolograms

Replaces HolographicDisplays for DecentHolograms as seems to be the 'go-to' hologram plugin, HolographicDisplays has also been flagged as no longer being maintained on Bukkit.

Updated dependencies

Confirmed working 1.20.4 + 1.20.6 all features
