PartialUser.fetch_followers() not handling pagination internally

When using the method fetch_followers(), a list of 100 FollowEvents is returned. However, calling the method multiple times returns the same list instead of retrieving the next set of 100 followers.

Was told to raise this issue when discussing it on discord as the fetch requests are supposed to handle pagination internally.
