build and publish nlpO3-Node.js binding to npm

I found GitHub Action for publishing to NPM. https://github.com/marketplace/actions/npm-publish

Not sure if we need to compile the binaries as well. Never do anything like this before.

Can test it from https://www.npmjs.com/package/nlpo3

I don't think it will work on every platforms.
