Update logic to download transport costs

Feature Request

Currently, transport costs are taken from the ATB and automatically downloaded in the retrieve_costs_usa rule. It probably makes more sense to move this to the retrieve_sector_databundle rule or to add a conditional to the retrieve_costs_usa rule that only downloads transport costs if needed.
