Add generator lifetime

Feature Request

As per this comment:

We should add the generator.build_year per EIA860 data, and have the plants p_nom automatically set to 0 after their lifetime

#56 Added the EIA860 Build_year.... Retirement year and lifetime is TBD since there are data quality issues with the retirement date in these data sets.
