Coordinate tranpsort vehicle capital costs

Feature Request

EVs and ICE vehicles have different data sources for capital costs and efficiencies, which I think is leading to some odd artifacting with investments. We should consolidate to this single EFS source, which has both ICE and EV costs/efficiencies.
