Add service level batteries

Feature Request

Utility scale batteries are added! We should allow the same for residential/commercial scale batteries.

Suggested Solution

Need to first add a distribution level electrical node, then attach the stores to that!

This isnt really needed until distribution losses are included, or if a forced TCT constraint with technology specific parameters included for small scale batteries
