Natural Gas import/export constraint

Feature Request

Natural gas connections between states/countries outside of the modelled geographic scope exist; however, they need to be constrained by historical limits. ie. pull historical import/export energy rates, and apply this as limits to constrain how much ng can import/export into and out of a modelled state.

The historical limits are already pulled via the EIA module, they just need to be applied!
