Modify SLURM optimizer licensing to use globally licensed gurobi license if available.

Feature Request

Current implementation will require user on HPC Sherlock to use a WLS license. This limits the user to running 4 sessions at once.

Stanford has a globally licensed gurobi version which can be accessed using the ml gurobi/3.9.x... We need to switch to use that license.
