Add rule building regional CO2 sequestration potentials

Building on PyPSA/pypsa-eur-sec#148 (where only the global amount of CO2 sequestration is limited), and on PyPSA/pypsa-eur-sec#296 (where the potentials were added but not the preprocessing steps) add new rules based on preprocessing done at https://github.com/ericzhou571/Co2Storage (from which PyPSA/pypsa-eur-sec#296 currently reads)
