Replace tqdm with tqdm-loggable to get progress indication in non-interactive logs

tqdm-loggable is a drop-in wrapper for tqdm which detects running non-interactively and then pushes progress updates at low frequency through the log handler instead of printing on stdout.

Could be used to reduce the discrepancy between what is spewed out on stdout during a snakemake run and what you find in the log files afterwards.
