industry: steel GEM, ammonia, refinery, cement plants non-EU

Changes proposed in this Pull Request

• added ammonia plants in Europe (manually researched, with some uncertainty for some countries), the production capacity of which are used as spatial distribution key for ammonia
• use GEM's Global Steel Plant Tracker to spatially distribute the iron and steel industry.
• There are different distribution keys for EAF, DRI+EAF and integrated steelworks (important since EAF is spatially more distributed, whereas integrated steelworks are quite singular).
• added cement plants for countries not in Hotmaps based on USGS Minerals Yearbook 2019.

• added refineries for countries not in Hotmaps

There is more potential for using this dataset since it also includes plant ages, last relining dates etc.

The distribution could also be made dependent on the planning horizon, considering announced projects and retirement dates in the dataset, but I would leave that for another PR.
