Add marine energy profiles

Detailed Description

Marine Energy profiles are supported in reV:

This Issue should just raise awareness of a possible Marine solution for Atlite. (since reV is eventually get taken down today)

Having discussed this with an industry expert, this is probably relatively low hanging fruit that would be quite neat to implement.

The approach would be similar to offshore wind, but with power curves effectively defined in 2D, linked to significant wave height and wave (energy) period. They suggested using the Marine Waves Reanalysis for this as it provides long-term data at 0.2 degree resolution compared to ERA5's 0.36 degree resolution for wave parameters. Either way, global reanalyses should provide sufficient input data.

The "power matrix" of wave energy technologies is a bit trickier as there are so few commercial offerings and those companies that are pushing wave tech keep some things close to their chests. We shouldn't fall into the trap of using outdated data e.g. from the now defunct Pelamis technology. Sandia labs supposedly have some indicative parameterisations. If we have a couple of power matrices it should just be a matter of applying similar methods as offshore wind (incl. using bathymetry to limit extent, when available), just with a different set of input parameters from ERA5.
