Finish removal of `AsPyPointer`

After #3358 these are the remaining uses of AsPyPointer:

  • [ ] Py::is
  • [ ] PyAny::is
  • [ ] PyVisit::call
  • [ ] impl FromPyObject for Py<T>

#3358 holds discussion on how we can finish off reworking these APIs to remove the trait.
