update to cargo-xwin 0.19

cargo-xwin 0.18 does not work after cargo-update due to rust-cross/cargo-xwin#160

This also does a cargo update, which picks up ring 0.17.14, which lets maturin work on Amazon Linux 2 with --locked

Fixes #2659

This requires a quite big MSRV update + dealing with the CDCL license issue if you want
