add documentation about la-expansion development branch

WHEN I: make or would like to make contributions to the site

I WANT TO: read well-documented instructions for how to participate, make changes, work on the la-expansion branch

as a project, it'll also be helpful for us to work on long term goals (like expanded county coverage) without being ready to implement all of the changes on the production/live website

  • [x] add la-expansion branch

  • [ ] connect la-expansion to surge (or other)

  • [x] add documentation about the branch to readme

  • [ ] add documentation to PR template re: making requests to the la-expansion branch vs the main branch
