Can't compile project. (wdf.h missed)

Hello! Error: wdf.h: No such file or directory WinVgStc c:\users\user\downloads\vg-stc-driver-master\winvgstc\winvgstc\driver.h 18

WDK 10.0.18362.0 installed VS 2015 didn't compile. VS 2019 didn't compile.
