Allow /region name on protected regions

Is your feature request related to a problem? Please describe. /region name doesn't work if the block you're targetting is in a protected region you can't build in. Even if you have build access to a region lower in the Z index, if a higher region in the Z index exists there, you can't use /region name.

Describe alternatives you've considered /region namenearby or /region name -nearby or any other aliases that would show region names at your current position
