Subsystem Isolation: Server Side Characters

Per #1560 and #1563, we need to isolate SSC. This is important because we also want to rewrite it. From that perspective, the primary goal is to just decouple it from other hooks and make it easy to swap parts in and out of.

i get where you could run into some problems here but at the same time fix other world problems with char items and that i could give it a shot if i am able to work on this project haven't done much with char files in the past so it may take a little longer for me
