[BUG] Primary Content Filter incorrectly filter

Description

Some filters (e.g. Document, XML, JSON) doesn't filter some request/response. We should fix it 👍

Acceptance Criteria

  • Review the logic and make sure it filters the request/response correctly.
  • Filter either request / response (Current solution: Only the response is evaluated)
